[Tp-sv] Update to the Vim Runtime files

Dear Vim Runtime File maintainers,

I am reaching out, because I am planning to do a Vim 9.1 release very 
early at the beginning of the next year.

So now would be a good time, to send updated runtime files for inclusion 
with Vim to me (or even better create a PR at the github repository) so 
that we can have it in Vim main tree for the 9.1 release.
